The Board of Education shall delegate to the Superintendent of Schools the function of specifying required actions and designing the detailed arrangements under which the schools will be operated. These rules and these detailed arrangements shall constitute the administrative regulations governing the schools. They must be in every respect consistent with the policies adopted by the Board. The Board itself shall formulate and adopt administrative regulations when specific State or federal laws require Board adoption.
The Superintendent shall insure that such administrative regulations shall be presented timely to the Board.
