Determining Needs
A continuing effort shall be made by the Superintendent of Schools to develop and implement a comprehensive long-range facilities plan. This plan shall take into account projected student enrollments, long-range educational program, residential and commercial development, space use and state rated pupil capacity of existing facilities, priority of need of maintenance, repair or modernization of existing facilities, including consideration of the obsolescence and retirement of certain facilities, the provision of additional facilities, the financial position of the District, and the effect on facilities.
The Superintendent will annually present for review by the Board of Education a report on such long-range projections.
The Superintendent, in consultation with the Board of Education, shall develop a five-year capital facilities plan in the manner and format prescribed by the Commissioner of Education. This plan shall be updated annually, and include a yearly breakdown of the estimated expenses for construction, additions, alterations, major repairs, system replacement and repairs and maintenance and energy consumption; and a district-wide building inventory, including the number and type of facilities, the age, capacity, use and size of each building and each building’s safety ratings, energy sources, probable useful life such as, major system repairs needed and asbestos reports.
